Good question. Last time I checked it was the Honda Civic. You should check out this good feature on Edmunds:

It has some personal stories about fuel efficient cars put to the test by real drivers. I thought it was interesting because the cars don't always get the kind of mileage that makers tell you they will get. We learned that the hard way with our Hybrid. It actually performs better in city driving but we using it mostly on the highway to get to our house at the beach. In the end, it's probably more environmentally friendly but it isn't saving us much at the pump!
