Question:Is my problem fear of change?

I was married for 32 years and have 4 married daughters and 8 grandchildren. I lost my husband 2 years ago to cancer. A big life change for me. I have met a man and have fallen in love with him. My question is that he has 2 young children.I am just not wanting to raise kids again. Even though I am in love with him, I am pulled by this decision. Is this because I am afraid of change in my life? Or is this pretty normal to feel. Is this really love if I can't accept raising kids again? In some ways I feel like I don't know what to do with my life other then what is familiar to me. I don't have a lot of friends now that I am a widow.
